Description
Responsibilities: Management of overall contract and contractor staff including:
- Work with Leadership and Federal Staff to validate and determine IT plans.
- Monitor departmental goals and initiatives.
- Work with contractor employees to establish lifecycle replacement plans for US Census Bureau (USCB) Telecommunications office (TCO) managed hardware, software, and networking equipment.
- Work with contractor employees to track projects, task completion, and deliverables via, Weekly, biweekly, and monthly reporting.
- Ensure that the employees are adhering to all federal and agency policy and procedures.
- Ensure that employees are maintaining necessary training to support Census Systems and emerging technologies.
Scope and Background:
The USCB has embarked on modernizing its current underlying IT infrastructure, data collection, storage, and processing capabilities to align with mission needs under the Census Acceleration to Secure Cloud (CASC) Initiative. This initiative serves as the framework for change with the implementation of a renewed vision to support the USCB’s transformation initiatives through a realistic reexamination and realignment of its core IT functions to maximize its effectiveness using native cloud technologies. The objective is to improve IT service offerings through the shift to a modern, flexible, scalable, efficient, and effective means of utilizing and consuming data in the cloud. The CASC initiative is made up of three pillars:
- Pillar 1: Technical support for the Census on-premises data center with the goal of reducing the on-premises footprint over time using native cloud technologies.
- Pillar 2: Technical capabilities and services for secure cloud services. This includes supporting ongoing applications using Census cloud capabilities and future applications targeting native cloud services.
- Pillar 3: Technical services to assist migration of existing and new applications onto native cloud technologies in a secure and cost-effective manner. This includes migrating existing applications hosted within the Census on-premises data center to cloud technologies and standing up new applications within cloud environments.
The USCB has structured this vehicle as a set of focused and integrated activities and projects managed in a coordinated way designed to successfully executed the pillars of CASC and modernize the USCB’s underlying IT infrastructure.
Scope
The scope of this task order is for the Contractor to provide on-site support services for IT service delivery and support to the TCO in the following competencies:
- Identity Management & Domain Services
- Mobile & Multimedia Services
- Network Infrastructure Services
- Network Security Services
- Network Operations Center Services
- TCO
- Architecture and Design
The Contractor shall staff and furnish the necessary personnel and services to perform assignments within the technical function defined in this Task Order.
The Telecommunication Office is soliciting technical services and support of an experienced and qualified contractor to provide on-site support services for IT service delivery and support to the TCO in the following competencies:
- Identity Management & Domain Services
- Mobile & Multimedia Services
- Network Infrastructure Services
- Network Security Services
- Network Operations Center Services
- Architecture and Design
- TCO IT Project Management
- Surge Support
Qualifications
Requirements:
- Provides oversight of all aspects of field and/or task-level project performance (i.e., technical, contractual, administrative, financial).
- Will support multiple projects simultaneously.
- Supervises personnel involved in all aspects of project activity, organizes, and assigns responsibilities to subordinates, oversees the successful completion of all assigned tasks, and maintains customer contacts to ensure conformity to all contractual obligations.
- Interfaces with all areas affected by the project including end users, computer services, and client services.
- Ensures adherence to quality standards and reviews project deliverables. Manages the integration of vendor tasks and tracks and reviews vendor deliverables.
- Recommends action to direct the analysis and solutions of problems.
- Exercises independent judgment, as well as a high-level of analytical skill, in solving non-routine technical, administrative, and managerial problems.
Education: Minimum BS/BA degree in related field (or equivalent years of experience)
Experience: Minimum 8 years of related experience, 4 of which must be in a supervisory role
